I was never bothered by failed test subjects they are not scary considoring well... DEATHCLAWS,GIANT SKORPIONS AND SUPER MUTANT BOHEMOTHS.
and come on in comparison to child skeletons these people come in second for the "living in the wasteland is crap" list.

It is a Ragdoll, Not a Npc.
Get up your spawn menu and Select "Addons"
And search for "Failed FEV Subject" In it.
You can spawn the ragdoll and play with it.
It is not a Npc To interact with.

@Shadow4232 It was the F.E.V. (Forced Evolutionary Virus), wich was created by West Tek for the military during the grat war, and more importantly used to make super mutants by the master, who was also an FEV mutant.
