Considering what Aqua Regia actually DOES, i would say it causes some sort of toxic effect, sort of like bleeding but much more pronounced...

The name doesn't come from Amnesia. Aqua Regia is an extremely corrosive acid mixture of both nitric and hydrochloric acids. It's strong enough to dissolve gold.

Regardless, it might make a good Pyro secondary. Instead of Aqua Regia, it could be a sealed bottle of tert-butyllithium, a pyrophoric substance that spontaneously ignites upon coming into contact with air.

A toxic jarate? sounds cool to me.
Cannot put out fire (trying to put fire off from yourself or teammates would fail, still reveal cloaks and damages constantly)
-20% shorter duration (~6.5 seconds sounds really good)

Since it would be able to cause acid damage on sentries and players, maybe the negative stat could be:

I'm thinking if this weapon is acidic, then is can cause bleed damage over time, rather than crits as the traditional jarate allows.

Item for the Engineer that causes enemies to bleed very long, and can extinguish flames? What about for jamming enemy machines?

Not quite as fitting as it would be for the medic, but throw in a bow and it'd be a delightful fit!
