I have looked up these 'Vex' cyborgs/robots. I don't find any similiarities. The Cybermen are humans' brains "warped" (When in reality, they actually ripped them clean out of the head) them into mechanical killing machines, and removed all their emotions. They've got laser arms, electrical pulses, enhanced super-human speed (To the point that they can walk normally in slow-motion), cyber-mites (which infect the person, modifying their minds and upgrading them, which grows cybernetics on their flesh), and they can adapt to any type of heat signature, and absorb power from water.
Also, if you were able to get close enough to a cyberman to rip the model from the screen.
Could you rip the doctor?
