I don't really see how districts could be expected to provide faith, either. Pretty much none of the Lustrous (other than perhaps Phosphophyllite herself) seem to spend all that much time philosophising about life...
Formng corps early is perfect, though. :)
Probably the most interesting aspect to represent, I think, should be healing -- setting up a mechanic where wounded land units _cannot_ heal in the field, but can be returned to full health in a single turn if they can make it back to a city center (or perhaps a holy site) would match the storyline pretty well. (Also, perhaps any enemy unit which succeeds in killing a Lustrous unit could receive a small amount of money; that's pretty much why the Lustrous are being attacked in the story.)
