That should not be happening. Do you remember the dialog path? I've checked the script and there is no negative on my end. I think it's part of the game mechanic

@csmiami, I also get -25rep after I solved this. It's because 3 factory workers died, but I send firemen right away, couldn't have gotten there faster.

@killingkoas You have to opt into the contributrs beta version of the game and then once you do that, in-game you press'~' to open the console.\

Just click on subscribe and it will download and install automatically. Then once in game the call may appear randomly. If you want to start it manually, open the console and type "startcall factory_fire"
