I am a sucker for the X-com style combination of TBS at the squad level and geoscape management. Phantom Doctrine hits that spot very very well.

The turn-based combat is a lot of fun - every agent has two moves and one shot (or action) in their turn. Overwatch is directional and limited, making it more complex to use effectively than in the Firaxis Xcom games. The flip-side is that this game does much better than Xcom 2 on the whole stealth mechanic of combat. It is possible (and in fact, much more satisfying) to take out every enemy on the map without once letting out an alarm. Get in, get the job done and get out with no one being the wiser.

Geoscape is simplistic and a little rough around the edges but the resource management - particularly having to decide what to assign your limited number of agents to - makes for a fun and challenging strategic level.
