also sorry i took so long to respond i haven't looked at my mod in about a year..... and im not planing on making another mod but what you can do is download pack file manager and change the values its really easy and explains its self for the most part.
@darth_alaks the way i made it is for certain gov types so if there are different gov types in that campain thats the issue and i dont have that campain to update the mod sorry but you can get pfm and look at my mod and make a version for that campain in about 20-30 minutes max
I started playing Imperator Agustus Campaign and notice that the same thing also happening there too. Your mod is a cheat mod I am fine with it but you can also create other mod and name it as Political Balance etc. so we can still have a chance of civil war but not mad as vanilla version.
I am sure that many people will love it. Giving all parties like 15 - 20 support will be enough...
