I'd love to play the mod, but with some minor addition (capture points give 5 manpower, but only 2 fuel).
Since you offered it to someone else i hope this request is ok.
I too am a fan of the older faction designs and asymmetrical balance, rather than forcing every faction to feel the same and have access to the same core units.
So, though I've not tried this I just wanted to say well done and good on you for not giving up and accepting some of the shit they've done to ruin the vanilla game.
Sadly I don't see signs that relic would update the tool to what modders have been asking for, either. Well maybe after releasing AOE4, who knows.

- take territory
The fewer humans in the game, the more likely this means that neither team can win.
... It would seem that the AI enters a special mode (which happens to be broken) when the opposing base is under attack. Removing that mode might be the simplest solution - if it did fine enough to get there, changing plans is not conductive.
(This is a vanilla bug. Alas, "minimal official support".)
... Both tanks might have a better place in T3.
KV-8 and T-34/85 on the other hand do not have obvious replacements in the regular tech tree and thus may arrive as late as balance dictates.
... Probably incomplete revert of latest "official" patch.
