Maybe someone else could help in creating the full combat-maid outfit for cosmetic effect as a separate mod. Maybe someone else could do the power of the knives as a badge: a limited number could stay floating after short press, and then all could begin to fly in a straight line from their initial point after a long press.
i think someone who understands the mods could recycle the battle of the birds boss battle actions and props, even if the mod wouldnt be very useful, it could look cool. Maybe it could be useful if someone could make them work as humming missiles, so touhou-like levels could be created to exploit the hat and badge.
As for your first question... I'm not really sure what you mean by "single item". The dye shouldn't be activating unless you put it on yourself... Or do you just mean to make a standalone?
That way, you could also make (or someone else) a sfw mod that could match the outfit of touhou's sakuya. Maybe a future version of this mod could allow also using a small number of projectiles (ie 3 or 5 knives, taken from the boss battle of the birds, which could remain frozen in air until "time restarts" )
Once I sort stuff out in my personal life and get back to modding, I'm planning on adding onto this to give it some knives you can throw though.
i guess its still in development.

Well,now that the dlc is out,guess something can't break more if its already broken.
So,i guess its well timed.
A big thank you to everyone who has stuck around while I've been figuring this all out, and dealing with school!
It understandable in that specefic case and is not uncomon to mods not getting a lot of work over time (by what i saw so far sadly).
Hopefully those mods can be fixed after some time!
Unfortunately, with all the new updates to the modding tools, my mod seems to have become outdated in that regard. I'll definitely see what I can do with it as soon as I can.

The creator hasn't really given any update about it really,even if it just an explaination of why it took so long.
As,the description puts it as if it was working perfectly,meaning that its not sure if this mod is being kept track of at all....
But i'm just assuming in the dark.
It would be nice if the hat eventually gets fixed or something, but let's be happy that we got a cool dye.
One recommendation I could make is put the hat on workshop separately, and let this just have the dye, if the fact that you're bundling both together is causing problems.
