It doesn't add the animations to all the characters.
The mod simply adds a new NPC called New Moves Turner which possesses the new animations. If they're not working then I can't help you. I just uploaded the mod to Steam.

One certain npc sadly, but you can go into the files and transfer the animations to a different character.
