@Sundiver So sorry about that, I haven't had the time to properly investigate the problem
I would like to add hemalurgy construcs and societyes like the synod
As to your other question, you need to change the amount of characters randomly born with with it, currently 25 out of every 10000 characters gain the allomantic/feruchemical blood trait at birth despite not inheriting it.
To change it find the paradox interactive folder in your documents and follow this path: Paradox Interactive \ Crusader Kings II \ mod \ mistborn \ common \ traits \ allomancy_traits
Once you have that open, change the number next to birth under allomantic_blood to something less than 25 to decrease the amount of characters randomly born with it, then just save it and it should work.

@Sigiswulf Allomancy is a magic system based on metal, different people gain different abilities based on which metals they can use to fuel it
