Maybe a bit oddly placed and lonely.. what about creating some sort of tent slum somewhere, maybe outside the gate, in several alleys,or at the docks.. where beggars and argonians live.. ?

Looks very nice and simple, a great place to grab a bite to eat and a quick nap.
