The mod is not complete and is still in development. Timeline for v1.3.3 and v1.4.0 are still unclear, but they will happen. :)
It depends how you downloaded that mod. Which method did you use?
Also, can you give more information regarding the mod instability? We are aware of an issue were the mod may not launch correctly.
also, the mod is not dead by any means, its just that its still being worked on, just at a fairly slow rate. Our Discord server is where most new info is shared, but we have been working on a Website [ecm-documentation.netlify.app] for the mod that is up and running, but its still fairly WIP. This new website will unify all of the links to the mod and be a better portal for information about the mod :)

5. Give some heros ships. (Garm Bel Iblis should have a Dreadnought Heavy Cruiser in space and the Battle Platform on ground.)
6. The Rebels should be able to stand against the Empire was their superiority starfighters, however the empire has the superiority even there... the X-Wing stafighters are completely useless, they can hold the line against TIE Fighters, but that's all, they will hold without really prevailing.

(1500 Credits and 10 Unit Points) Small Pirate Fleet includes:
-2 IPV-1 Patrol Corvette
-1 Pirate Fighter Squadron
(4000 Credits and 25 Unit Points) Medium Pirate Fleet includes:
-1 Pirate Frigate
-3 IPV-1 Patrol Corvettes
-4 Pirate Squadrons
-2 Random transport units.
(12000 Credits and 60 Unit Points) Large Pirate Fleet includes:
-4 or 5 Pirate Frigates
-3 IPV-1 Patrol Corvettes
-4 Pirate Squadrons

3. In Galactic Campaign, the special units (Rebel Mercs, Twi'leks, Bothans, and Geonosians) will disappear during the mid-game/late game and you are not able to purchase the units afterwards. It makes it annoying. I am unsure why this is.
1. Rebalance some of the units. Whether skirmish or Galactic Conquest, the empire ships are a bit to powerful. Rebel Bombers should be more tanky and the proton torpedoes they shoot should do a lot more damage. CR-90 Corvettes should be able to rip apart enemy fighters also, but they don't. Star Destroyers should have weaker shields but stronger hull. The Empire seems a bit powerful. They should be strong early/mid game and the Rebel Alliance should catch up by late game. (Rebel Alliance should still be able to take planets, but not as much as empire should be able to.) Star Bases are great (except for the Imperial Star Base, they are WAY to tanky.)
Thank you so much for your detailed feedback. We will definitely look into many of your concerns and observations for future releases, including v1.3.2. Our Discord is typically the best place to throw detailed feedback, just so it isn't eventually lost in the Steam ether haha, but I will copy and paste all of this into it, as your comments and genuine and thoughtful.
I hope you enjoy the mod as much as possible in its current state and that you can look forward to many of these issues being addressed in the near future.

My ass was literally kicked, no matter what I do the Empire kick me everywhere and nowhere, every starting ship that rebellion has is garbage and useless, so I found myself running from one place to another strugling to not be killed, so I choose to start another game 'cause that wasn't funny anymore. I selected the easy difficult 'casue maybe i need to get familiar with mod I tought... the result was the same.
