Im not sure any default recipes require water...Could you tell me which ones?
I imagine you are using a mod of some kind which makes recipes more realistic or something.
To be honest that would be too complex. Every NPC would then essentially be a merchant who you could trade with. Too complex.
Instead of selling direct to the public, maybe you should role play as a cook employed by a local Tavern. If, say, you have a house in Winterhold, then cook at home (or at the local Tavern) and sell the food directly to the Publican (whoever runs the pub). This simulates you supplying the tavern, and it also simulates you getting paid for your job.
If you wanted to use the prices in my mod, just make sure its loaded below the other one. If you dont want to use my new prices, then why would you subscribe to it..?
Discussion of this idea is covered elsewhere in comments. In short: Yeah ive got some ideas about how to do it effectivly. Might get around to doing it some time.
I didnt want to mess with any ingredient prices. On the issue of salt, Salt is actually a fairly difficult-to-come-by ingredient. Skyrim has no obvious salt-plains so id wager that they have to import most of it. Use that justification for keeping the price if you want :D
@(People discussing food buffs):
Ive got a good idea, i think, for how to improve the value of food. I dont mind discussing it here, even if someone decides to steal the idea and run with it. My idea is to make food like beds. Sleep on a bed, get a buff for a few hours (8) which increases learning to represent you being well rested. Food could probably get a scripted buff too. Maybe something that lasts an hour or two and also increases learning to represent running on a full belly.
Something like that maybe. Ive looked through the Kit, and i think this is fairly simple to implement (despite not knowing much about Bethesda's new scripting format).

I mean c'mon. IT MAKES SENSE! A well-fed bloke can take a LOTTA more punishment before kickin' the bucket, compared to someone who's basically starving! Relatively speaking, at least.

Salt costs 5 gold and a pheasant breast 8 gold for, when i cook a pheasant roast i can only sell it for 4 gold? 9 gold loss.. ._.
@DoubleWonderful: I too often look at the benefits of food and think that things could be improved. No promises, but i might think of something to make them comparable and useful.
It might not be something just like increased regens. Maybe something that extra that you cant get from potions.. Hmm.

I find that the simple mods can add just as much as a well designed complex one. Enjoy.
