This could be similar to the Huo-Long Heater. Instead of a ring of flames, it generates a ring of healing for teammates. Except it wouldn't overheal. Could fire syringes or something... Just an idea.

Although you said you don't want it to heal, it wouldn't be directly healing a specific player, like medi-guns.

Uh, not to break balls here but healing is the medic's thing yo.
Sure the only class that can heal another is the heavy and his sandvich and the pyro/sniper and their airblast/jarate, which doesn't heal but dispells fire, helps but healing is purly medic guys.

It could fire fewer bullets (which would look like the mediguns health ray things but thinner) have a limited range and lower damage but he bullets would hit/be attracted to any enemy within a certain distance (like 3-7cm) so if someone was medium range all the bullets would hit them but would do less damage. It could also heal the heavy very slowly up to 50% heath with each hit on enemies.

It could sap enemy health away, but have a short range. The health you sap heals you!
I'm not sure if this would work, because it would defeat the purpose of the Medic!

this would slowly suck the life out of an enemy, ubercharged or not and will heal you for the health you take away.
