Maybe it's just my version, but I've not been able to pull that up before. I've attemped to open the debug menu before and it never worked. Strange.

debug menu, there's buttons for scout map, easy mode, add skills, add colins(survivors), start missions on demand and quite a few other choices http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1220754299

on the options menu, hold shift and ctrl while left clicking the pi symbol on the bottom left
ctrl + shift + π
