It's easy to fix,there is one line of code that needs to be added in this file after you download the refinery

GAME ID \ REFINERY ID
C:\Program Files (x86)\Steam\steamapps\workshop\content\270880\1098684540

FILE: versions.sii

Action: add ---- compatible_versions[]: "1.39.*" ---- to the bottom of the versions list.

That's it. That's all it took to get it working. Some may need to try 1.37 or 1.38
