@DesertFox, It's meant to be ironic. America tried to leave it's footprints in vietnam but instead walked over themselves.

Updating a steam workshop item, breaks any server redirect that uses steam workshop as their redirect. TWI has contacted Valve about this, but I wouldn't expect a fix anytime soon, if at all. Server admins will need to provide their own redirect until it gets fixed. That is the issue Heise is having.

Strange, i haven't heard complaints about that from other people. If all else fails you can try the direct download link.
