I Imagine the idea of the stats are, medics wont be able to pocket, they must heal/ give ammo to entire team, thus teaching them to heal the entire team with other mediguns as well. Though this medigun wont be able to take down sentry nests, it can support a portion of your team at once, say- a 4vs6 encounter, the midigun would give the 4 a major advantage. This is my pure opinion, if it is added valve will make they're own stats, i mearly state what i think is balanced, and what it would LOOK like it does.
