Imagine a Medi Gun like this. I'd imagine its stats be along the lines of this:

+Replenishes 5% Ammo and Metal per second on heal target
+Uber fully restores heal targets' ammo and metal, and heals/restores ammo of everyone in a small radius around you at the rate of a level 1 Dispenser(does not effect heal target, and he is healed the same)

-Medic is unaffected by the Uber
-7% movement speed(Makes him average speed)

It should have a seek and heal function like the bomb does on payload, so its like the soldiers backpack so you only can use the gun and saw and have some other cons, like reduced heal rate.

My stat idea:

Advantages:

+ Allows wearer Medics to see friendly buildings health and metal status
+ 50% Übercharge rate
+ 50% Übercharge duration
+ Able to heal friendly buildings
+ Healing or Übercharging is able to fully fill up friendly Dispensers

Disadvantages:

- Cannot heal friendly buildings while they are sapped
- Cannot overheal players
- 50% Heal rate on players
- 77% Heal build rate on players
- 25% Heal rate on friendly buildings
- 65% Übercharge recharge rate once an über already deployed in a single life

Information:

Back-Dispenser: Passively dispenses +10% ammo and +10 metal to friendly Engineers nearby the wearer with the heal rate of Level 1 Dispenser
Heal targets gain +25 metal regen rate per seconds
Übercharge grants +200 metal regen rate per seconds

-User cannot switch weapons during uber
- +10% Uber Consumption Rate

I Imagine the idea of the stats are, medics wont be able to pocket, they must heal/ give ammo to entire team, thus teaching them to heal the entire team with other mediguns as well. Though this medigun wont be able to take down sentry nests, it can support a portion of your team at once, say- a 4vs6 encounter, the midigun would give the 4 a major advantage. This is my pure opinion, if it is added valve will make they're own stats, i mearly state what i think is balanced, and what it would LOOK like it does.

* Heal rate changes every 5 seconds of use, range of 250hpm (Health Per Minute) to 2500hpm.
+ Ubercharge rate increased by 10%
- Sappable (replinished at Dispenser, Ammo/Health Box or Base Cabinet things)
- Has overheat bar (can go for something like 15 seconds of sustained fire)

= Spies cannot use their Sapper again until the Sapper has done it's full affect.
+ Allows you to repair/heal friendly buildings.
+ Main healing target is healed 10% faster.
+ Heals all target's within a short radius of you. (x2 Normal Dispenser Radius)
+ Healed targets within radius all contribute to Uber rate.
+ Friendly Dispensers charge Uber. (+5 Uber Per Second)
- 3 Seconds Uber duration. (5 Second Uber)
- Enemy Spies can Sap you, draining 50% of your Uber and disabling the weapon for 5 seconds.
- Enemy Sappers cannot be removed.
- 50 Max heath on wearer.
- Cannot be healed by Health Packs.

- Spies benifit the uber too
- Backstab results in a explosion that kills the medic and others within an area
