Did I mention this is insanely awesome?!?!?
I reckon (due to the blast shield) it should simply stop the soldier taking splash damage when equipped, BUT holds only 3 rockets (like the LL and BB). That way it would simultaneously be good in soldier-vs-soldier combat, but more importantly, it doubles as a perfect rocket-jumper!

weapon fires homing projectile that finds targets but only cause damage on direct hit.
+20% damage
+10% faster projectile speed
-100% blast radius
-10% firing speed
if target dies without being hit the projectile goes straight forward at 30% projectile speed until it hits
