To check that, you can try to run the game in windowed mode (choose "Res 80% (win)" from the options and press Enter.
Then while the game is trying to send some data to the Workshop, maybe a window will pops out, asking you to authorize some operations from the application.
You can also try to run the game in administrator mode: right click on icon/shortcut > "Run as Administrator"

1/ Can you tell me if you ahve a "workshop_donotdelete" folder in your language folder?
(C:\Program Files (x86)\Steam\steamapps\common\blocks that matter\custom_languages\datas\ko) (assuming that "ko" is the tag you choose).
2/ If "workshop_donotdelete" exists, what's inside the folder? (name of the files)
3/ If it exists, you can try to remove the "workshop_donotdelete".
4/ Can you try again by double clicking the "BTM_DBG_launcher_win_bis.bat" in
C:\Program Files (x86)\Steam\steamapps\common\blocks that matter, instead of double cliking the desktop icon?
Then re-submit your language (with the "workshop_donotdelete" folder deleted before you submit)
1"BTM_launcher_win.exe" or "javaw.exe" or "java.exe" no running processes => OK
2 I run the game icon on the desktop.

NO ID TEXT FOUND errors:
Those errors are "normal".
In fact it's due to the Dialog Database not being cleaned correctly.
Since you don't have access to this database, it's not your fault.
I should clean the Dialog Database, because it tries to reference texts IDs that are not existing anymore. Hopefully those "dialog referencing outdated texts IDs" are not used in the game.

It's a weird issue you have.
Can you try to:
1/ Make sure that there is no "BTM_launcher_win.exe" or "javaw.exe" or "java.exe" in your running processes (accessible with Ctrl+Shift+Escape) when the game is not launched. If there are any of them, just kill them!
2/ Make sure the Steam Client is launched. If you are using the .bat to launch the game, I think you can access the Texts/Dialog debug viewer without being connected to Steam.
So maybe the the game is not connected and then it thinks the item has been submitted to the Workshop.
3/ Make sure you have access to the Steam Overlay while in the Texts/Dialog viewer editor (Shift+Tab by default). If you have not access to the Overlay, shutdown the game, try restarting the Steam Client, and relaunch the game after that.
hit F5 and in the middle of the screen is displayed as "Submitted to Workshop! Press F6 to see Workshop page."
However, by pressing F6 does not work.

If the game is always switching back to "en", it means that there is an error in your Xml file.
To help localize this error, you can follow the step 11/ above (in the description).
If you are using a Mac, just run the game normally, and launch the "Console" application next to the game. It will log in that Application.

I was working on my Dutch translation.
But some minutes ago, something strange happend:
when I switched the language to "nl"n and pressed [ENTER], the language switched back to "en"!
Can you help me?
When you are in text viewer/edit mode (http://cloud-2.steampowered.com/ugc/560954765820826711/07CD16EC412D8CABD3C81EB1F2991C461949A6FB/) ,
just hit F5 to submit your file to the Workshop!
You'll see a yellow text ("Submitting to the Workshop...") in the middle of the screen. Just wait until it disappears.
Then hit F6 if you want to open the Steam overlay on your Item in the Workshop! (to add description or changes texts, add images)
I realized that I didn't talk about it in the tutorial! I'm going to fix it!

Of course, I may have not used the correct ranges, but some software can help you get the decimal value of the character you want to use.
I downloaded "BabelMap", a font viewer. With this, I was able to get the decimals value of the glyph, to build ranges with this.

The thing I didn't explained well in the tutorial in the first place was a little bit more explained in point 10/
In fact, you'll need to add or uncomment and tweak some "<AdditionalGlyphRange from="x" to="y" />" (1 or several depending on you language). This is in Font.xml file
And the first time you change the language in the option file, I think there is a bug that will make the new font not loaded correctly, leading to "blank buttons". Restart the game and it should be okay.

For the end user, for now there is a little "bug" to automatically update your file. The users will have to go in the "Options" menu and wait for the "Workshop sync" to end (it's a little text in the bottom of the screen).
i'm going to make some changes on that, so that the updates are automatically done if a change occurred on a language item!
I just want to know if i upload again by pressing F5, this will update my translation or will create a new one?

Can you send me your wip Texts.xml (with at least 1 sentence using cyryllic), and the File Font you're using too?
So i will be able to exaclty check what's going wrong, and fix it if it's a bug!
During the development of this feature, we only experimented with Japanese Font, so maybe I missed something!

It should work on Mac too, if it's not, then it's a bug.
The game folder is harder to reach, you'll have to use the "Go To" in the Finder and enter the path:
"~/Library/Application Support/Steam/SteamApps/common/blocks that matter/"
because a lot of folder are hidden in the Lion+ OSes
Mustaine, I just answered your email... but I was asking you again if you were using a custom font... i've got the answer now :]
If the game is choosing "en" again, it can be because there is an issue in the xml file provided. The common mistakes is to forget to close an xml tag (<ws value="foo" /> will work while <ws value="foo" > will not, because the closing tag is not valid).
You can send me Texts.xml file (with the Font you want to use if it's different from the default one).
If you want to know what's going on while you're making a Texts.xml file, you can run the game in Console mode. I'm going to add a 11/ DEBUG section in the Tutorial to explain you how to proceed. By doing so, the console will output the errors in the xml file (line, and column), so that can be helpful.
