how about, same damage as any weapon, but chance to remove enemy's hat upon hit. chance would increase with the range at which you hit the enemy

How about this:

1% probability of obtaining your own copy of the hat worn by the person killed by its ranged attack. Said copy of the hat is however not tradeable or craftable, and will have the title of "Stolen -hat name here-"

It wouldn't REALLY steal the hat, just copy it so you get your own.

Stats.

-15% damage (from the sandman)
upon impact enemies are knocked back, when you hit someone the bomb bounces of the target creating a small explosion (similar to the schorch shot)
allso upon impact knocking the enemy player hat of his head leaving him scared and helpless.

If you miss your target you cant pickup the bomb, it simply goes away similar to the loch n load grenades. It would have slightly longer respawn then the sandman ball.

Well, considering how the scout is played, conventional explosive tactics would prove to destroy his play-style, so perhaps it works as more of a battering weapon, like the scorch shot to deter targets such as pyros or other scouts.

How about this:
The raquet itself does little to no damage, but the buster does MASSIVE damage, leaving enemies with AT LEAST 1 health point left.
