Balance Changes
- UA Production from tile improvement/clearing reduced from 9 Production per era to 6 (and 18 to 12 if the bonus is applied to a military unit)
- Hong Kong Gay Bar's Production per Population bonus reduced from .5 to .25, but Niger Dominus garrison bonus causes the city to also gain .25 Production per Population.
