Level 4 Garrison Commander of Athen and Syracuse no longer need a late game technology. Solved by creating a garrison version of SGL's Hoplit Veterans that is not available for recruitment.

With the new patch some ID's the mod used became used by vanilla so I changed them to prevent overwriting.
