Version 1.8.* update!

Largely unchanged except I made tomb worlds base habitability 40% now. It just didn't make sense for an irradiated planet to be just as viable as a Secondary planet type.

I have some vague plans of a more ineteresting alternative to the linear planet scale used with this mod, but will have to look into that when I have time.
