Various balance changes.
Lowered bullet speed of all weapons. Its still alot faster than vanilla, but now you should actually be able to see the tracers. Should make fights alittle bit more enjoyable to watch.

- Mediocre buff to Chain Shotgun(+accuracy,+3 pellets shot(5 to 8))
- Minimal buff to close range Assault Rifle accuracy.
