Reverted to old base income values.

Changed slum values (2 turns until they appear, 1200 cost to demolish)

Increased agent-cost slightly.

Disabled political occurences completely, shouldn't be any more assassination, adoption and bribe-spam (I hope).
Political occurences are still active in the "normal civil war" pack on twcenter.
