Increase the speed of stamina gain from energy brews and stimulant

Buffed Energy Brews to give 50 stamina in 1 second.
Reduced Assault Rifle rate of fire.
Reduced Canteen crafting costs further.
Reduced primitive shotgun ingot requirement, added a cement paste crafting requirement.
