This is the finished reputation system patch. It was supposed to be a simple system but because of the way Starbound is written it took me for fucking ever to figure out how to do it.

Massive rebalances to rent system. Added basic features to allow broadening of system complexity. Implemented some basic scaling features.

Replaced Saloon merchant with Pastel merchant as per Chucklefish's outmoding of the Saloon furniture at the Frogg shop.

Reduced priority level of some specialty merchants to make them interfere less with other spawns.
