- "FrequentlyForgottenRuleReminder" no longer displays its name when hovered over with the mouse

- "FrequentlyForgottenRuleReminder" object moved elsewhere under the table. This object is unused, but due to its placement, it was under the mouse on startup so its name waas being displayed.
- Startup script no longer spawns Trade Goods at the top of the table *at every reload*. Trade Goods were accumulating there because of this.
