Stopped carts from ticking up the in transit numbers continuously with network updates.

Fixed the system monitor track system display of stations offers and needs for hoppers/FreightInterfaces
Fixed freight carts being unable to seek out stations to service an assigned station's needs
Fixed freight carts not returning to idle at their assigned hopper/interface linked station when no items were needed/offered

Reverted the junction turn around change because it apparently broke the pathfinding in a spectacular way.

Carts that haven't decided where to go when arriving at a junction will turn around instead of blindly passing through it. Hopefully this will cut down on derailments when junctions aren't capped with buffers. Also... CAP YOUR JUNCTIONS!
Added downcraft recipes to return ore freighters back to regular carts. Ingredients won't be returned though.
Rebalanced cart costs to actually incentivise upgrading your carts instead of using basic carts the entire game.
Fixed inability to drag items to the slot to set freight for hoppers. (Seriously, use right click though!)

Added hopper interface info to network syncing.
Removed permissions restrictions on hoppers for freight connections.
