- Added a double compatibility fix for NSC. Compatibility is now pushed in both mods to avoid any weird issues.

- updated components to match 2.6 vanilla changes (weapon entities, default empire weight, ai tags,..)
- went over files to sync up with vanilla files and values
- fixed matter disintegrators range
- starbases now also gain a few more default small to medium weapons depending on starbase size
- starbase weapon modules (missile, turret, strikecraft) give a few more weapons to the starbase
(including PD which a starbase had none of at all)
- added a default shield upgrade path for ship designer (and thus starbases) to go beyond tier 5 shields easier

Known issue: starbases (and AI ships) are allergic to components that cost strategic resources. This is a base game issue that I cannot fix. The auto designer really doesnt like components with SR resource cost.
