Fix:
- attempted fix for votes not registering correctly

Balance changes:
- gold for winning round has been reduced to 500
- losing streak gold gain rebalanced to 600, 700, 800, 1000, 1200
- levels per round rescaled

Carries were coming online way too quickly because of high gold bounty, gold gain from finishing a round, and fast leveling.
These changes are meant to make early game heroes viable further into the game, and to lengthen the amount of time before carries get their core items and levels.
