refactored some code to better hide abilities when they're out of charges

Updated localization, finalized some code for an upcoming class mod.

Removed grenade launcher variants, which means items may disappear from some campaigns, sorry guys.
Altered the implementation of grenade launchers, they're completely upgrade based now, and scale up to legendary tier like everything else.
Rebalanced alien ruler drops. Boltcaster only drops from rifle tables, and not shotgun, sniper rifle, or cannon tables.
