In preperation for the John Kasich, Donald Trump, and Hillary Clinton Civilizations I'm working on.

A new option in the UserOptions.sql file has been added.
This option will make Bernie Sanders the Leader of Vermont rather than America. This only changes the name of the civilization, and the cities. Done so there is less name overlap with the other Candidates.
