Surprise belated update!

Significantly increased the speed of the partial reload animation. This should fix the awkward animation cutoff when reloading while incapacitated.

Noticed I toned down the grazing/rim term of the phong fresnel ranges a bit too much in the last update, so I increased it ever so slightly.

Reduced intensity of phong fresnels and envmaptint in the shaders.
