Reduced the mass of DT Fuel Capsules back to 20kg as things felt a bit too efficient.

Actually corrected fuel efficiency. Apparently, usage of fuel per MW is based on the mass of each unit; larger mass = less used per MW. Adjusted recipes and item mass to be 5kg, each cycle produces only one capsule.
