Enable NPC comms during attack/protect

Update to XR version 4.0b3

Enable NPC refuse when trying to hire them or if rep is low

Disable Shut up Betty

Disable farewell lines for generic missions, enable reputation dependent welcome on dock

Disable docking speech, shield reload sound

Disable NPC hire/fire/relocate cutscenes

Disable license trader and some meaningless trade messages

Enable more confirmations (station build, trade related), improve compatibility, fix log entries

Enable more required feedback such as no drones etc.
