Fixed a bug where if the AI liberated a city-state too fast, the game wouldn't pick it up and wouldn't add the proper Sphere of Influence/Open Doors. (Human reaction allowed the game to pick it up, but it's too fast for the AI)

Save-game compatible.

Fresher cleaner XCOM and GDR Lua logic (More efficient!)
Upon liberating a city-state, you have the options of choosing to install a sphere of influence, enact an open-door policy, or leaving it alone for more influence. (First two options require Printing Press and will not work if the World Congress has not been founded yet)

Non-save game compatible.

There'll be more updates to come to make this mod actually feel like a reformation of the World Congress.

Tweaked unhappiness values significantly. (You should see at least -2 unhappiness off every city now instead of previously last versions)

Non-save game compatible. I don't recommend starting a new game over just for this.

We apparently have different wonder quotes for Corporation HQ now? Added new audios for them.

Venetian Puppets no longer produce a maximum of 2 votes, only 1 now.

Venetian Population Building no longer produces +1 golden age point per 5 citizens(now per 10 citizen)
Subjugated Population Building no longer produces golden age points.
When your civilization reaches a combined population of 40, a building will appear granting bonus gold from city connections.
Bonus delegates earned from the World Congress has been reduced TO 1 to make room for the combined population buildings. (This means population is critical in getting voting power now!) Host delegates bonus have only been reduced by 1. Industrial era City-states yield 1 vote(was 2).
Fixed bug where the XCOM Resolution would not appear if CSD wasn't activated.
LUA coding now efficient for faster turn processing.
