Adding new tool that allows to tweak the AI Budget to your needs

- Complete overhaul of Budget-Model. The budget ist now modeled as a curve based on the day of operation. To ensure unpredictabilty there is also a randomized standard deviation.

Higher Difficulty -> Higher growth of the base curve
Higher Risk (Number of Stars for each mission) -> Higher deviation and the higher the chance to favor the AI-Budget.

- Added addtional checks for the game.log path. You don't need to set the custom folder anymore if it is located in "My Games..."

- Adding more messages for the officer.

So far:
1. We are superior..
2. We are equal
3. They outnumber us
4. It is hopeless

5. We encircled them (if they reached the budget and don't spawn units anymore )

- AI has now minimum budget
- Fixing Issue where officer was not reporting

- adding additional check for game.log in different folder
- tweaking some AI budget settings over time
- reducing the probabilty of overwhelming enemy within first two matches of conquest

- fixing crash when game.log was not found. instead there should now be a message
- Adding workaround for player where game.log is located somewhere else
- AI in general get's slightly less income per turn
- AI Hard level budget slightly decreased
