Added translations for all RR supported languages (German, Spanish, French, Italian, Russian, Chinese).

Also made slight changes to starting buildings of many of the new factions to make them a little more resistant against thee vanilla factions who are usually stronger.

(Rhodes) Rhodes gave them a lvl 1 practice range
(Nabataea) Petra barracks lvl 1 -> barracks lvl 2
(Pergamon) Pergamum barracks lvl 1 -> barracks lvl 2
(Libya) Lepcis Magna gave them a lvl 1 stable
(Illyria) Salona barracks lvl 1 -> barracks lvl 2, gave them a port
(Epirus) Apollonia barracks lvl 1 -> barracks lvl 2
(Athens) Athens barracks lvl 1 -> barracks lvl 2
(Massilia) Massilia barracks lvl 1 -> barracks lvl 2
(Syracuse) Syracuse barracks lvl 1 -> barracks lvl 2
(Cyrene) Cyrene barracks lvl 1 -> barracks lvl 2

Small fixes: Fixed Caledonian Axe Maidens PBR texture, flags in cities for the barbarian factions don't have the weird floating chain anymore, and also made Parthian Royal Cataphracts and Nabataean Camel archers require the camel resource to train.
