Update to version 2.1

Descriptrion updated to note that Halfling DLC is required to play this map.

MInor tweaks for further rebalance.

Updated to version 2 major rebalance of all enemy spawns and starting armies of the players.

AI is also given more room to expand so that the end game is more of a challenge.
