Basic conversion pass. Mountains fix, startsites check, etc.

Notes:
Cold-Season / Winterized map not included just yet. I'll have a quick converted version in a future update.

The map is a 274+61 split, but the DESCRIPTION says it's a 273+62.
Make sure there's not a mistagged water province later.
