The Rebuild Lost Splendour commandment now increases the upkeep of militia units only, to represent that civilians are working to rebuild the Asur homelands and so are more scarce to field in armies. This hopefully also sets up a nice gameplay loop:
- When used in conjunction with my building and recruitment rework mod, the upkeep costs can be easily offset by fielding militia units in provinces where barracks are built. So you can "rebuild the lost splendour" of your provinces but militia units want to then be used as a defensive force / in your own provinces
- Should hopefully encourage upgrading your units. It's my experience that it's super easy to win most battles as High Elves just using their Tier 0 units everywhere. But as your empire grows and you want to turn this commandment on in more provinces, it should become prudent to upgrade your offensive armies to use other units (which in the lore are "professional" soldiers rather than militia).

The Blessed Grove / Handmaidens building now strengthens the Growth effect of the Rebuild Lost Splendour commandment too. It felt a bit left out from all the other military buildings otherwise, and is a nod to that building being "Isha" thematic.

Update: 9 Aug @ 6:16pm

- Rally Citizen Militia commandment now nerfs income from entertainment buildings only (rather than all buildings). I did this because there was otherwise some weird interaction between this and my Tech tree mod (effects which modify commandments do it to all possible commandments).

- Rebuild Lost Splendour now gives a modest +2 research rate. It bothered me that, apart from Mages building, High Elves lacked a way of systematically boosting their research rate.

- The Smiths chain can now further strengthen the above research rate boost.

- The Tribute to the Phoenix King building interactions have been shuffled around slightly to feel more appropriate
- The Dragons building chain now strengthens the lord exp gain buff
- The embassy building now strengthens the income from all buildings in the province

- Kill Captives effect bundle now only applies for 2 turns rather than 5 turns. I hadn't accounted for "Occupy"-ing a settlement would also proc this effect bundle, which made it easy to stack it up for an excessive number of turns.
