High tier weapons should no longer be incorrected labled as lower tier

All added weapons are now tinkerable/scrappable with appropriate components

Sorry for the such quick update, but this makes the arrows added for the horticulturalist tinkerable in sets of 10 for the lowest tier, and sets of 5 for the higher tiers. Mindrend arrows count as high tier for this purpose. Shouldn't break saves, not sure if it'll apply to ongoing playthroughs.
