Fixed name generator breaking and integrated naming mods

Cumulative update for stuff I've been cooking, including Defender of the Galaxy fix and integrating the 2.8 defines mod into Warden to improve performance, plus a rework of the planetcount events (which makes the habitable worlds slider work better)

Updated for 4.0.22; the mod didn't *need* an update to work, but this fixes this disparity between cruiser draw weight in 4.0.21 (25) and 4.0.22 (50) while maintaining the aggressive AI weighting for the largest ship size available

Attempted to fix Empire Focus desync, Toxic Terraforming Candidate ping bug, and purged pop food upkeep

Changed modifier batch calc to twice a month (on the 9th and 23rd), rather then every month (on the 21st); performance impact is utterly negligible and the gameplay improvement is noticable. Also tweaked difficulty events to check every/any_playable rather then just any/every, improving performance
