Requires new cities of kenshi core now

- Altered Armour sets for mirage and the captains
- Added captains to fort Mirage, just a stronger version of hero bosses

Somehow left the y house in, fixed that lol

- Fixed some slavery oddities for fort mirage
- Added world state for fort simion to be taken over by the heros league
