Added the DynamicSwap behavior to many TF2 Mercenaries, TF2 Civilian, and Miss Pauling. They can swap weapons whenever they need to.

Added the voiceline for Mobster (VIP), removed all traits BotMind_UNUSED and changed it to Unconvertable to some of the TF2 Hirelings, Added The Adminstrator from TF2 as a Hero Hireling.
