Buffs-

Railrifle:
-Reduced aim time from 1.1s to 1s.
-Increased range from 55 to 58.

Plasgun:
-Increased base sharp pen from 40 to 48

Added weapons 'Partisax' and 'Blunderbuss', 2 powerful "particle shotguns" that practically ignore any amount of armor.
