Settlement simulation control UI improvements
- Added Rename settlement
- Added a feature that changes the settlement list to an accordion UI when there is an anomaly layer
- Added a feature that makes the anomaly layer visible in the settlement simulation control

Mode setting improvements
- Added Pause new settlements by default
- Removed Anomaly Layer Simulation
- Added Pause new anomaly layers by default

Detailed Simulation Control Features Added:

Pause Health: This stops the passage of time for health-related events for pawns on unseen maps, including illness, recovery, and immunity.

Pause Map Events & Weather: This pauses all map-wide events generated by the storyteller on unseen maps, such as weather changes, raids, and the arrival of trade caravans. (Testing needed)
